In June 1878, eleven years after the creation of West Virginia University, the regents created the "chair of law and equity" and elected the honorable D. B. Lucas of Jefferson County to fill the same. He declined the appointment and suggested his brother-in-law and neighbor St. George Tucker Brooke, a lawyer and ex-confederate soldier who had participated in the battle between the Monitor and Merimac, to fill the chair. Thus, St. George Tucker Brooke became the first faculty member at a salary of $500 per annum.
The law department was housed in the central section of Woodburn Hall. The first session lasted for three months and included a course in Common and Statute Law and used as the textbook Blackstone's Commentaries and Stephens on Pleading 4th Volume and Kent's Commentaries. The course also used as reference materials the Code of West Virginia and the revised statutes of the United States. Also taught was Equity, Evidence, Mercantile, and Constitutional Law with the course books, Adam's Equity, Greenleaf on Evidence (1st Volume) and Smith's Mercantile Law and the Federalist. At the end of the first year, the board of regents reelected Professor Brooke to the chair of law for an additional two years.
Initially, the Department of Law issued a "certificate of distinction," which was awarded to each student who at the end of the course had successfully passed the general examination and the daily oral examinations. The university's catalogue first mentioned the granting of a degree in law in the 1882-83 catalogue when it formally announced that the degree of bachelor of law would be conferred upon the graduates of the School of Law and Equity. While the first catalogue mention of the degree of law was in 1882-83, the university awarded the degree to William R. Thompson of Hinton, West Virginia in the spring of 1879 and thus he became the first individual to receive an LL.B. from West Virginia University. In the 1883-84 catalogue it was announced that the law department was now fully organized and those who complete its course hereafter will receive the regular degree. That year, five students graduated from the law school and the law school became the first professional degree established by West Virginia University.
The Department of Law became the College of Law in 1895 with the naming of Judge Okey Johnson as Dean and Professor of Constitutional Law. The university's bulletin for that year also announced that "ladies are admitted the same as gentlemen." In fact, Agnes Westbrook Morrison became the first woman to graduate from the college in 1895. At the turn of the century, the 1899-1900 catalogue listed 95 students attending the College of Law with the vast majority of those candidates for the certificate and not the LL.B. Also, that catalogue explained that students could take specific courses in law in preparation for the bar examination without seeking either a diploma or the LL.B. degree. Thus, at the turn of the century the faculty was composed of Dean Johnson and Professors Brooke and Willey, and students had the option of being a candidate for a masters of law (which required one year of study following the award of the LL.B.), the bachelor of law, diploma of graduation in law, or to enroll in classes seeking neither the diploma nor the degree but simply preparing for the bar examination. Dean Johnson died in 1903, and Professor Brooke served as the dean until 1906 when Charles E. Hogg was appointed as dean for the College of Law. In 1909, Professor Brooke sough a leave of absence but was never able to return to the faculty prior to his death in May of 1914. In 1909-10, the bachelor of law was made a three-year program, in which students could take one year of academic work outside of the College of Law and two years within the College of Law or to complete all three years in the College of Law.

St. George Tucker Brooke (1844-1914), son of Henry Laurens and Virginia (Tucker) Brooke was born at the University of Virginia in Charlottesville (Va.). His family resided in Richmond (Va.) until 1854 when the family moved to the family home of "New Salvington" in Stafford County (Va.). In 1861 he secured an appointment as midshipman in the Confederate Navy. Due to a medical examination the appointment was withdrawn and in 1862 he joined the Virginia 2nd Cavalry, Company B. He was injured at the Battle of the Wilderness (Va.), captured in a hospital in Richmond (Va.), sent to Point Lookout (Md.), and released May 1865. After the war Brooke taught school in Craig County, Virginia, and attended law school at the University of Virginia, 1867-1869. Practiced law in Charles Town, West Virginia, 1870-1878 and became a professor of law at West Virginia University in 1878.

John Mercer BROOKE was educated at Milner Hall, a preparatory school of Kenyon College, Ohio and at Burlington, New Jersey. He entered the United States Navy on March 3 1841 at the age of 15, reporting as a midshipman to Captain Farragut on the USS Delaware. In 1847 he graduated with the first class from the Naval academy at Annapolis.
He was assigned to duty at the Naval Observatory, Washington from 1851-53, and with the US Coast Survey.
While there he invented the deep-sea sounding apparatus which revolutionized communication between Europe and America, making possible the laying of the first Atlantic cable.
He was with the Naval Pacific Surveying and Exploring Expedition in the sloop of war "Vincennes" under Commodore John Rodgers, having charge of the Astonomical Department, and later was in command of a vessel making surveys of island in the Pacific and a part of the coast of Japan.
The destruction of his vessel by a typhoon in 1859 while Brooke was in Yeddo, caused him to remain in Yokohama until the following year.
In recognition of his services the Japanese offered him a purse of $60,000, which he declined. He did, however, accept their invitation to accompany them to Washington when they decided to send an embassy to the United States in 1860.
He resigned from the Navy on the succession of Virginia in April, 1861, and entered the Confederate service.
He was appointed Chief of the Bureau of Ordnance and Hydrography under the Secretary of the Navy, Stephen R. MALLORY.
While in the Navy he invented the Brooke gun, discovered the utility of the air space in cannon, designed plans for an iron-clad vessel with submerged ends, which were used in reconstruting the "Virginia" into the "Merrimac", preparatory to her memorable engagement in Hampton Roads with the Federal "Monitor", and drew up directions for the cruise of the "Shenandoah" involving the destruction of the whaling fleet.
In 1867 Brooke received from King William of Prussia the gold medal of science awarded by the Berlin Academy of Science.
In 1866 he was appointed professor of physics and astronomy at the Virginia Military Institute, Lexington, which chair he held until 1899, when he was made professor emeritus.
He died in Lexington on December 14, 1906.
He had one daughter by Miss Garnett---Anna Maria BROOKE.
He married secondly, Mrs Kate Corbin PENDLETON, widow of Lieut-Col. A.S. PENDLETON, and had two children by her.

Major Holmes Conrad was born in Winchester, VA, USA on January 31, 1840 to Robert Young Conrad and Elizabeth Whiting Powell. He attended Winchester Academy, VMI, and University of VA. During the Civil War, he rose from a private to a major and assistant inspector general of Rosser's Cavalry Division. After the war, he studied law in his father's law office and was admitted to the bar in 1866.
He was elected to the VA House of Delegates from Winchester and Frederick County in 1881-82. He created a thriving law practice in Washington, DC and handled several cases in the federal courts. In 1893, he was appointed Assistant Attorney General of the U.S. and in 1895 he became Solicitor General. He continued to be involved in cases before the Supreme Court for over 20 years despite presidential administration changes. In 1901, he served on the law faculty of Georgetown University as a lecturer. He was also the first president of the Handley Board of Trustees and continued in that capacity until his death. Holmes Conrad was married twice and had seven children. After his death on September 4 1915, he was buried in Mt. Hebron Cemetery, Winchester, VA.
After the Civil war, Holmes established an impressive law practice, and tried numerous cases in the federal courts. In 1893, President Grover Cleveland named him assistant attorney general of the United States. Two years later, he received the post of Solicitor General. Though a Democrat, he was retained by Republican President William McKinley to represent the United States in the case of Morris v. U.S., which dealt with the ownership of lands along the Potomac River. Later, President Theodore Roosevelt asked him to speak for the government in the Postal Fraud case

In 1916, Conrad ventured south with Co. I, 116th U.S. Infantry, in pursuit of the notorious Mexican outlaw, Pancho Villa. And every day, young Stewart would cross Cameron Street and walk to his uncles' store at the corner of Loudoun and Boscawen. There, he would sit upon on the counter and ask his uncles, who were reading the Baltimore Sun, if "my friend Bobby Conrad had captured Pancho Villa yet."
A year later, "Bobby Conrad" sailed "over there," to Europe, with the American Expeditionary Force in World War I. On Oct. 8, 1918, a month before the armistice was signed, he died leading his troops near Verdun.
Posthumously, Conrad was awarded the Distinguished Service Cross for "extraordinary heroism in action near Samogreux, France, on Oct. 8, 1918," according to archive information.

VII--Prominent Persons
born at Warrenton, Virginia, July 8, 1837, a son of Thomas Turner Fauntleroy. He was graduated from the University of Pennsylvania in the class of 1856, with the degree of Doctor of Medicine, and the following year became assistant surgeon in the United States army. However, he and his brother, a lieutenant in the navy, resigned when their father did, upon the formation of the Confederate government. He then became a surgeon in the Confederate army, and was president of the board for the admission of surgeons, and chief on the medical staff of Gen. Joseph E. Johnston, serving with him until the battle of Seven Pines. He was then ordered to build and organize the hospitals at Danville, Virginia, and later had charge of the military hospital at Staunton, Virginia, until the close of the war. After the war he engaged in general practice at Staunton, and for a number of years was superintendent of the Lunatic Asylum in that city. His contributions to medical literature include papers on bromide of potassium, chloral hydrate, the use of chloroform in obstetrical practice, and a "Report upon Advance in Therapeutics," which was printed in the "Transactions" of the Virginia Medical Society. Dr. Fauntleroy died at Staunton, Virginia, June 19, 1886.

Mr. Marshall is a pleasant and sensible gentleman, modest, unassuming and social. He received instruction from tutors at home, and was sent successively to Clifton High School, Mr. Harrison's school, and Charlottesville Military Institute. When a mere youth he entered Ashby's Cavalry, and fought through the war; was wounded in the fight in the Wilderness, by a ball that struck his forehead and glanced off without breaking the skull. It is almost a miracle that he was not killed, and the boys jestingly say that the ball was flattened to the thickness of a knife blade. His duties during the war were assigned him chiefly in the adjutant's office, for which position he was well qualified.

Peyton; b. at "Carrington," Fauquier County, Virginia, Feb. 15, 1847. Married (Dec. 5, 1866) her second cousin, Thomas Marshall, b. at Fairfield, Va., August 29, 1842. Cousin Courtenay is as sweet as her name. When I visited "Innis" in 1904, I felt at home before I was seated. The family knows how to make one feel welcome. Mr. Marshall is engaged in grazing cattle on a farm of 1,700 acres, known as "Texas," situated six miles southeast of Markham. He is a pushing, energetic man, and has prospered financially. He was educated at Clifton High School, but left in 1861, at the age of sixteen, to take his place in the Confederate army. He entered Ashby's Cavalry, and as a private served to the end. His sound judgment and business talent are admitted and respected. His wife's lineage may be thus expressed:

Captain Bowles Armistead married second (1871), Elizabeth Brooke Marshall, b. at "Fairfield," Fauquier Co., Va. Capt. Armistead is son of Gen'l Walker Armistead, U. S. A.; and brother of the gallant Lewis Armistead, who fell at Gettysburg (Confederate). He was educated at Armstrong's Military School at Upperville; enlisted as a private in Gen'l Paynes' division, but was promoted for gallantry on the field, to the rank of captain; was wounded four times; both legs and one arm were broken. He became strong and healthy, and was a fine business man, growing in reputation and fortune.
