SPENCER, John Charles [1782-1845] -- 3rd Earl Spencer, Viscount Althorp, English statesman
Leader of the Whig opposition in Commons (1830 et seq)
under George IV. Chancellor of the exchequer and leader of the House of
Commons (1830-34), and was largely responsible for the passage of the Reform
Bill (1832); Sponsored the Factory Act of 1833 (Althorp's Act);
Retired after accession to earldom; First president of Royal Agricultural Society.
