He was sent to Algeria to negotiate for the release of American prisoners held by the Barbary pirates, and was protected by a detachment of U.S. Marines. The words "to the shores of Tripoli" in the U.S. Marine Hymn refer to this incident.

The Treaty of Tripoli, approved unanimously by the US Senate 10 Jun 1797, is an important source document in, of all things, the US church vs state controversy, specifically the ongoing debate over whether the United States was intended to be an officially "Christian nation." Article XI of the treaty begins with this phrase: "As the government of the United States is not in any sense founded on the Christian religion...". The treaty was unanimously ratified by the US Senate, and signed by then president John Adams, and it is taken as strong proof that the early American leaders were well aware of – and approved – the essentially secular character of the Government of the United States.

While living in Paris in 1797, he became acquainted with ¤Robert Fulton. Barlow had in his possession certain plans and specifications left in his care by an earlier steam navigation pioneer, John Fitch, who had gone to England, having failed to obtain aid from the French government. Barlow and ¤Livingston encouraged and supported Fulton in his endeavor.  -30-
