Sir William Howe, K .B.,(1) Commander of Forces in North America, established his Head Quarters in the city of Philadelphia for the winter of 1777-1778. Sir William Howe submitted his resignation and was replaced by Sir Henry Clinton May 8, 1778 as commander in chief of British forces in North America. British forces amounting to 15,000 men, support groups, and families were evacuated by land from Philadelphia on June 18, 1778, to New York City, arriving on July 5, 1778. Six hundred men deserted while making the evacuation to New York, with three-fourths of these desertions being Germans. At the end of the year 1778 Clinton was short of men, money and supplies.
